Not understanding how to read a number

(Chapter 14 Comprehension Problems in my book)

I recently received an electric bill and it explained how part of our bill we can pick the company. I went to the website and I was comparing prices but it just ended up being too overwhelming for me! I didn't understand how to read this number $0.09985. I really didn't even have a guess for this. I was pretty clueless. I decided to call the phone number on my bill. I asked the woman who answered the phone and she said that it meant $0.09. I thanked her and then I hung up. I think that it if it was written like this $0.09 I would have known that it was nine cents. There were just too many digits which made it impossible for me figure this out.
