Trying to understand what “neither” & “nor” mean

(Chapter 14 Problems with my Comprehension in my book)

I was working on some pages in a Brain Games book and I came across something that I didn't comprehend. On one of the pages was this text “Second to receive their order is Aviary, who has neither one nor three sugars and didn't order a latte.” As I read this, I didn't understand what “neither one nor three sugars” meant so there was no way that I could complete this page. It was as if I didn't understand the words neither and nor.
